A 13+ rehearsal for Central Provincial Council?
Due to the political interventions on the process of transferring the Director of Health Services, a crisis situation has been erupted within the health services of the Central Provincial Council.The state Services Commission is fully empowered regarding the transfers of the parallel services such as Regional Director of Health Service, Provincial Director of Health Service, as well as the directors of the hospitals,administrated by the Central Ministry.
The State Services Commission was empowered in 1999,after the health services were declared as an islandwide  service, while the transfers of the medical administrative service was done once in five years. This procedure was also confirmed by a Supreme Court verdict.
According to all these legal frames, District Director of health service in Nuwara Eliya has obtained a transfer to the Central Province, where the present Director of health services should be assumed duties at North Central Province. But she hasn’t handed over her office yet.This crisis is worsened as the Health Ministry  of the Central government is dealing with the new director, while the Former director is obstructing the decisions taken by the present director.
Since this situation has created unfavorable affects on the important and crucial health activities such as Dengue Prevention Programme,the doctors and the dental surgeons have taken a trade union action to get rid of the political influence which created this ‘Unhealthy’ situation.
As the support of the Governor of the Provincial Council has influenced the Former Director to remain in her office illegally, the provincial political authority has openly violated the decision of the State Services Commission, where the decisions of the central government should be carried out without being changed by the provincial council. This will certainly create many problems within the administration of the country, severely effecting the public service.
According to certain individuals, provincial councils should be provided with the powers which exceed the 13th amendment for a solution of the ethnic conflict.The intention of the international communities lead by India, is trying to push the government towards it.Since this racists are intending to win the Eelam through this,the government should also consider the crisis situations which could be erupted within the Provincial councils in the South.
The provincial councils have more than enough powers for the politicians who are trying to be protected from the law,for the misconducts they have committed.Providing more powers to the provincial councils could worsen the situation to the extent that the provincial councils will go beyond the control of the central government.
The relevant state officials have no option in this regards, other than taking court action, while the central government  and the relevant ministry  are remaining silent, before the unfair decision of the governor.
If the problem is not settled the trade unions will take actions against it. Finally, the needy poor people will suffer the consequences.
